Yes, it would be ok. However, the run should not be longer than 50ft, for full 20 Amp load. If run is longer, than 10AWG is recommended.

Yes, it will be a good application for ThermoFloor heating system. The general rule is to cover your entire walking area, not under cabinets. If your area is getting very cold in winter, then additional layer of insulation is recommended over the concrete.
